THE IMPACT OF THE AGRICULTURAL BUDGET OF UKRAINE ON THE FINANCIAL POSITION OF AGRICULTURAL PRODUCERS

Abstract
Introduction. Assessment of current scientific approaches and practices for budget support in the agricultural sector, the definition of the state and the foundations for further development in relation to the financial state of agricultural enterprises. Purpose. State budget support to the agricultural sector needs to be improved. It is necessary to optimally adapt the system of state support to the needs of industry, form the balance of available and required resources, in light of the new requirements of Ukraine's integration into the EU. It is necessary to establish that influenced the current budget support to production and financial condition of farmers.. Methods. The following methods were used in the paper: abstract, logical and dialectical (for theoretical studies and drawing conclusions); statistical and monographic (for analysis of the current state of budget support); historical and logical (to determine the problems and prospects of further development of budget management. Results. The methodological approaches to definition of the efficiency of budget support to the agriculture development have been analyzed, a comparative assessment of the effectiveness of various forms of public financial support for agricultural producers has been examined, the statistical material about the conditions of agriculture has been processed. The effect of budget support to the formation of financial performance of agricultural sector was determined. Proposals on the concentration of public resources on key programs of budget support of the agricultural sector and improving the functioning of the institutional mechanism of budget subsidies for agricultural producers have been offered. Discussion. It is recommended to concentrate the public resources on key programs of budget support of the agricultural sector and improving the functioning of the institutional mechanism of budget subsidies in relation to the achieved financial performance of agricultural producers.
