STEPS AND MEASURES FOR REFORMING THE PENAL POLICY OF UKRAINE

Abstract
The reform of penal policy, as well as any kind of social policy in general, is a long process that requires prudent and scientific validity, planning and predictability and proper controls to reduce risks from the negative effects of possible errors modernization programs in certain areas in general be able to anticipate and react to political, legal, economic, cultural and other determinants. In the article the research stages and measures for reforming the penal policy of Ukraine. Thesis there is determined the next steps. Stage programming reform of penal policy, the development of the "road map" - the general plan of modernization of prison policy. Stage stabilization. This phase involves the creation of good starting base for the beginning of the active phase of implementation of substantive measures reforming penal policy in all directions. III. Pilot-analytical phase applies only to that part of the reform of penal policy, which must be checked by experiment. By subject characteristics and orientation events this stage is one of the varieties of Criminology experiment. IV. The main stage of reform is fundamental and provides direct systematic implementation of program activities within a mutually agreed, coordinated implementation of individual action plans. V. The final stage involves the completion reform program measures implementation. At this stage, the analytical work to assess efficiency by comparing the modernization of existing goals, objectives and actually achieved results, outlining range of issues shaping the future development strategy and return to the first stage of programming. The list of activities and phases can still sell multiple differentiation allocate some of these additional branches, deepen and expand the content and activities aimed at finding optimal balance of tradition and innovation, needs and opportunities of civil society and the state to create the crime of safe social space. And how is endless metamorphosis of society, just as there is continuous reforming penal policy as the constant companion of human civilization as a medic infinite range of progressive social progress to the ideals of the organization.
