Abstract
N.I. Verhogliadova. Strategic aspects of the construction of highways of Ukraine. The purpose of our study was to study the strategic aspects of the construction of highways in Ukraine. It has been established that the low quality of the road surface causes a loss of 3% of GDP annually (about UAH 32 billion annually). Due to limited funding, about 90 percent of public roads have not been repaired for more than 30 years. Therefore, motor roads of general use (169.6 thousand km) do not meet modern requirements both in terms of durability (39.2%) and inequality (51.1%). It is determined that the quality of Ukrainian roads is very low in the world. According to the Global Competitiveness Index 2016-2017. Ukraine, with the level of development of transport infrastructure, occupies 91 positions from 138 countries, with the quality sub-index occupying as much as 132 positions. A similar situation with the assessment of Ukraine's transport infrastructure in the 2016 Incentive Index (The Enabling Trade Index 2016), where, under the sub-index, accessibility and quality of the transport infrastructure, it has the highest position in terms of availability and quality of rail infrastructure (34th place), while the lowest according to the quality of roads - 132th place. We believe that for system work on the construction, repair and reconstruction of highways, the following measures are needed: to master the new technologies of high-tech development of the transit system; to involve leading world technologies of repair of highway bed; to improve the quality of road works on the basis of improvement of engineering support and monitoring. Starting work of the road fund since January 2018 gives confidence and opportunity for the strategic development of the road sector. Consequently, high-quality roads for Ukraine are realized transport and transit potential, which in itself will provide huge economic dividends. Secondly, high-quality roads make people closer. They reduce the distance between the most remote corners of the country and social groups. Thirdly, large-scale road construction raises people. All roads are dealt with without exception. Fourth, the development of a high-quality road network can be the first successful national project. Finally, high-quality roads are a factor in civilizational identity.
