СТРАТЕГІЧНІ ОРІЄНТИРИ ТРАНСФОРМАЦІЇ СИСТЕМИ УПРАВЛІННЯ ТРУДОВИМИ РЕСУРСАМИ РЕГІОНУ НА ОСНОВІ ЇХ ІНВЕСТИЦІЙНОЇ ПРИВАБЛИВОСТІ

Abstract

Dubinskayа І.І. Strategic guidelines of the transformation of human resource management of the region on the basis of their investment attractiveness. The article examines directions of transformation of system of management of labour resources of the region on the basis of their investment attractiveness. It was determined that the concentration of the population can be considered as a factor that, in General, increases the investment attractiveness of the region. Although under certain conditions, high population density may have a neutral or negative impact on investment attractiveness. Calculated balance of internal and external migration in 2015. Determined that migration has a positive impact on investment attractiveness of the region. Investigated the quality of the workforce in different regions and the level of wages. It was determined that in regional terms, the level of wages varies significantly. The main regional factors that cause such irregularity are the following: the excess/shortage of manpower, availability of skilled workers, productivity in various sectors of the economy, distribution of population in rural and urban and the like. It is proved that the analysis of labor resources of the regions of Ukraine are closely interlinked with their investment attractiveness and is a very important moment in the development of programs to attract investment, particularly foreign. The obtained results allow us to quantify the appeal and on this basis to define concrete benchmarks for specific regions. It was determined that in the globalized economy, the competitive position of countries grow thanks to their competitiveness of territories that compete with other regions or communities for the attraction of additional resources, creation of high added value and improve the quality of life of local residents. The main priority of the state policy in the labour market should be the creation of legal, economic and institutional conditions for increasing the efficiency of employment.
