Strategies for the Development of the Ukrainian Labor Market, Based on the Power Decentralization Experience in Poland

Abstract

Introduction The article concerns with differences in the development of the labor market of the EU countries and Ukraine, because based on the “Agenda for Sustainable Development” effective labor market functioning contributes to the achievement of full and productive employment and decent work for various social groups. The experience of power decentralization in Poland has been particularly emphasized. Purpose The purpose of the article is to define strategies for the development of the Ukrainian labor market based on the experience of decentralization of power in Poland. Material and methods General scientific and special methods of economic reality investigations have been used in the article. The dialectical method has been used to study theoretical positions of the labor market functioning. The method of theoretical generalization has been used for the formulation of proposals and conclusions. Conclusions The article provides an analysis of labor market in Ukraine. The features of development and problems of functioning of Ukrainian labor market have been exposed. They are labor migration, youth unemployment, long-term unemployment and others. It has been proposed to borrow Polish experience of decentralization of the organization of the labor market. The strategic directions of reforming the Ukrainian labor market in terms of power decentralization are the following: optimizing funding for professional training programs; acquisition of new competences; increasing the impact of social dialogue; introduction of additional guarantees for hired employees; encouraging entrepreneurs and households to finance the reproduction of human capital, etc.
