Substantiation of organizational and pedagogical conditions of competence development of personnel managers

Abstract
As an antiterroristic operation (ATO) experience in the East of Ukraine shows that the command of the Armed Forces during combat employment needs from military leaders (chiefs) increasing responsibility for the quality of decision-making, autonomy, efficiency and ability to respond appropriately to the rapid changes of situation. It provides professional growth requirements imposed on military managers at all levels, including their level of professional training. Therefore, under these conditions, the formation of a new officer corps, which would consist of the most professionally trained military men with high moral and ethical, professional and important individual psychological qualities is one of the main tasks of the military personnel managers (HR managers) of the Armed Forces of Ukraine. The purpose of the article is to substantiate the organizational and pedagogical conditions for the development of professional competence of the military personnel managers (HR managers) of the Armed Forces of Ukraine. Methods: theoretical, in particular analysis of theoretical sources on the theory of professional training of specialists, theory and methodology of teaching special disciplines to military specialists; classification and systematization of theoretical data; specification of theoretical knowledge, which concerns the peculiarities of the development of professional competence of HR managers in the system of postgraduate education; induction and deduction, comparative analysis of the received theoretical materials. Results. The article provides a substantiation of the complex of organizational and pedagogical conditions for the development of professional competence of military personnel managers (HR managers) of the Armed Forces of Ukraine, which promotes the improvement and acquisition of military professional and professional knowledge, skills, abilities and abilities, special and specific technologies and methods of personnel management in the military environment. A concrete filling of each organizational and pedagogical condition was made and the ways of their implementation were determined, as well as the principles upon which the justification was made. Originality. The urgency of the topic is that the organizational and pedagogical conditions for the development of professional competence of officials of the personnel bodies are determined and substantiated, which will eventually improve their system of training and professional development. Conclusion. Improvement of the qualification of military personnel managers (HR managers)should be facilitated by organizational and pedagogical conditions, the main result of which is the development of their professional competence, and include: specialization (for those HR managers who do not have a professional education); profile extension (qualification improvement for those HR managers that have professional education). Prospects for further study of problems in this area are seen in the development of training programs and technologies for the development of professional competence of HR managers.
