SYSTEM MANAGEMENT MODEL BUSINESS INCUBATOR: DEVELOPMENT AND MANAGEMENT

Abstract
Among the newest spatial organizational structures in the economy now occupy an important place business incubators. For a long time model of business incubation in the world has established itself not only as an effective tool for small business development, but also as a powerful driving force activation innovative economy. Formation of the legal framework of innovation promotes innovation infrastructure, including state corporations, clusters, technology parks, business incubators, special economic zones, innovation and technology centers and others. Business Incubator is an infrastructure that supports on early-stage, namely infancy and establishment of business is "growing" new companies to assist in the initial period of their existence and market promotion. For growing small businesses need efficient implementation of effective management of business incubators. We have developed a model system of business incubators, including the formation of innovative infrastructure, combining them into a single information and communication space. The control system business incubator is influenced by the environment (regulations, state target programs, scientific and technical environment) and internal environment. Stages of construction management mechanism following: - before incubation - promoting projects based on the implementation of business ideas and start the process of its commercialization; - the first stage of incubation - creating conditions for sustainable development of businesses and provide effective support to the chain of projects to market products and services developed on the basis of scientific and technical activities; - the second stage of incubation - aims to develop small enterprises, the mechanisms and ways of growing business; - the third stage of incubation - out small business market, which from a business incubator should be accompanied by the search for partners for financial strategy of small businesses. Consequently, the business incubation is one of the most effective and efficient ways to support. The process of "incubation business" means creating conditions that promote entrepreneurship and company start-ups. The main benefits of a business incubator could be called the presence of suitable premises for small enterprises and create a favorable social climate, complex business services, financial assistance and training of entrepreneurs.
