SYSTEMATIC APPROACH TO THE STUDY OF INNOVATION COMPONENT OF THE REGIONS THE PERIOD OF STAGNATION

Abstract
The article analyzes the methodological approach to the study of the innovation component of the activities of regional socio-economic systems in a period of stagnation. It has been determined that the methods for the analysis of inter-industry balances innovative regional development factors; methods of the competitive advantages of the regions and countries; assessment structure and dynamics of the gross regional product for the determination of innovative regional development factors have a common drawback, which is that these methods of studying the situation at the current time, and does not cause changes in the socio-economic situation. Worked out the classifi cation of regional innovation systems: endogenous and exogenous innovation (based on the type of innovation network); territorially integrated innovation systems, regional innovation systems network, regionalized national innovation systems (for vertical relationships «regional innovation system - research system»). Considered: method of analysis of the factors of innovation development of the regions, which is associated with the phase method VSTU, according to which the cause of all the changes in the economic activity of the region are the ability and the susceptibility of the region (the subject) to innovate; the concept of regional innovation systems, which integrates the systemic nature of innovation and the regional dimension of the innovation process. It proposed to amend the regional innovation system Frank Cook, highlighting subsystem management of innovation processes and infrastructure subsystem, which provides a process of innovation of the subsystem generating and applying knowledge, due to the specifi city of management functions in the innovation process. The establishment of regional innovation systems in Ukraine are encouraged to implement, taking into account the active coordination of the functions and stimulate subsystem management and coordination functions of the innovation process infrastructure subsystem. Activating these features ensure a close relationship between the main actors of the innovation process, and allows organically combine the process of introducing innovations to the process of fi nancing.
