TENDENCIES OF DEVELOPMENT OF STATE INSTITUTIONAL POLICY IN RISING COMPETITIVE ABILITY OF UKRAINE’S AGRARIAN SECTOR IN CONDITIONS OF GLOBALIZATION

Abstract
Purpose to research systematically and integrationally the tendencies of development of the State institutional policy in rising the competitive ability of Ukraine’s agrarian sector in the conditions of globalization. Methodology of research. In the article, a series of methods are used: theoretical (on defining the institutional environment, institutes and institutions), analytical (on analyzing the institutional environment of Ukraine’s agrarian sector), the method of synthesis and grouping (in the proposed strategic development of the institutional environment), comparative and others. Findings. The state of the institutional environment of Ukraine’s agrarian sector in the context of rising its competitive ability in the European and world markets is analyzed. The tendencies of the development of the State institutional policy are determined considering the State to be an equal member of the European agrarian market. The strategy of the development of the institutional environment of the agrarian market in the conditions of globalization is substantiated. Originality is in defining the institutes and institutions, typical to the Ukrainian agrarian sector; their classification and arrangement are made. An international influence on the Ukrainian economics and effectiveness of the measures of the State policy in creating conditions for the domestic agrarians are examined. Practical value. In the article, the directions of the strategy of the development of the institutes of the agrarian market are elaborared; thanks to this strategy, the intercommunication and interdependence of all the elements of the agrarian economy are taken into consideration. It is proposed to regard the agrarian market as a mechanism of provision of functioning legal and economical institutes, decent pay, perfection of the system of work organization when accepting the orders and decrees by the Government and local authorities on all the levels. A special place is given to the authorities as a regulator of the institutions not only in the agrarian sector but in the whole market economy as well. As to the derivatives, it is necessary to develop exactly the enterprise, infrastructure, competitive environment and prices. It is expedient to develop this strategy while creating the aimed, composite programmes of the branch’s development both on the local and national levels.
