ТЕНДЕНЦІЇ РОЗВИТКУ ЗАСОБІВ ПУБЛІЧНОГО АДМІНІСТРУВАННЯ СФЕРИ ОБІГУ ЛІКАРСЬКИХ ЗАСОБІВ

Abstract
In the scientific article, the essence of such legal categories as “means”, “legal means”, “means of public administration” and “means of state administration in the circulation of drugs” are studied. The research of public administration tools to date is not research and imperfect. Responsible precisely this leads to a thorough consideration and classification of the means of public administration of the sphere of drug circulation. By making author’s positions and positions of legislators concerning these categories, the author formulates his own category of “means of state administration in the areas of drug trafficking” and distinguishes their features. The corresponding author formulates the “means of public administration in the field of treatment”, to which he understands the set of possibilities of functioning of the state administration in the field of medical treatment with the appropriate satisfaction of public interest and ensuring the safety of persons against illegal actions in relation to drug trafficking, coercive actions towards the use of administrative sanctions The means of public administration in Ukraine promise active action: the main means of public administration in the field of treatment, which should include registration, licensing, certification, standardization; specialized means of public administration in the field of drug trafficking, which provide for legality and discipline in this area, namely: control (supervision); administrative and focal means of public administration in medical treatment, which should include: administrative responsibility for the violation of human rights. Formulated author’s definition, where “legal means” are legal influences on social relations, with satisfaction of interests of subjects and achievement of certain social goals, through the implementation of the norms of laws and other legal acts.
