Territorial development in terms of emergency situations and security: features of approval for its management software solutions

Abstract
It was systematized the stage approval of state administrative decisions regarding territorial development in terms of security and emergency situations (hereinafter – ES). It was defenited the features of public administration in the context of security. The basic types and methods of public administration in emergency situations (reactive and proactive) have been investigated. It was determinated the type of emergency public administration in Ukraine. It was proposed the a simplified diagram of the adoption of the state administrative decisions regarding territorial development in terms of ES.
