Terrorist threats in the public transport and aviation – differences and similarities in concepts and models

Abstract

The article include comparative analysis of  selected concepts of security and safety in public transport and air transport, pointing to the existing similarities and differences. The material base were standards, recommendations and regulations of  international organizations (UTIP, ICAO, EASA) and national authorities. Particular attention was drawn to  the understanding terms „safety” and „security”, models of safety and threats, acts of unlawful interference and terrorist offenses as well as special procedures – when luggage is left unattended.
