THE ACTIVITY OF PARTY AUTHORITIES IN UKRAINE ON SUPPORTING THE VILLAGES BY PERSONNEL OF MACHINE OPERATORS DURING THE YEARS OF FINISHING THE CRIMINAL VIOLENT COLLECTIVIZATION (SECOND HALF OF THE 1930S)

Abstract
The activity of party and government organs of Soviet Ukraine in preparation of machine operators in 1933-37 years is disclosed in the article on the basis of rich factual materials. Some changes in this period were observed in the agri- cultural equipment. The improvement of equipment made it possible to start mechanization of production processes at the end of the second five-year plan. Basically they were prepared at the short-term courses. At the end of studied period agriculture of the USSR was not provided by the personnel; this activity failed. The activity of courses, staff of hearers, their origin, and work system are viewed in the article. The staff of pedagog- ical courses and their location on the territory of Soviet Ukraine is analyzed. These changes did not essentially improve the course training of mass staff; the labour productivity of the collectivized agriculture was still low. The consequences of the soviet power’s repressive policy were destroying. The personnel policy did not give the essential results. The article deals with the essence of the decisions of the Communist Party leadership of Soviet Ukraine on the issues of collectivized agriculture in the republic, especially with regard to supporting with the massive personnel. Apparently, a lot of decisions were made (it indicates a “personnel hunger” in the Ukrainian villages at that time), but practically none of them was fully implemented. It means that the administrative-command economy of the 1930s was not effective. The experience of those years is extremely useful for the leadership of the modern independent Ukrainian state. In addition, such a system forms a specialist completely separated from the problems of the village, indifferent to the land and the rural culture. The similar problems need to be solved in the villages of Ukraine and today, because the Ukrainian village is at the stage of reforming and transition to new production relations.
