The administrative influence on the modernization of higher education as a strategic objective of Ukraine’s state politics: theoretical aspect

Abstract
The article highlights the peculiarities of managerial influence on the process of reforming higher education; the essence of the concept of “modernization of education” as a complex multidimensional process of transformation of the educational system revealed. It emphasized that in the conditions of European integration of Ukraine the problem of modernization of higher education actualized. It noted that at this time education is one of the most important factors of state policy. The directions of administrative influence on modernization of higher education of Ukraine are described. In order to increase the effectiveness of the government’s influence on modernization processes in higher education, it is necessary to improve the legal basis of this process and the mechanisms of state regulation in the context of reforming the education sector (to make necessary amendments to existing laws, to adopt new legislative acts, normative-legal documents). It is also necessary to develop a clear mechanism for implementing a state strategy for managing influence on the modernization of higher education.
