The аnalysis of the Law of Ukraine «On the National Police» through the рrism of the іnternational еxperience of the public’s influence on crime

Abstract
The scientific paper is concerned with the necessity of the public’s activation in the sphere of crime prevention. The author compared the state of citizens’ trust to the police and the situation of the crime detection in the European countries and Ukraine. It is emphasized, that public’s trust to the police is the base for the partnership relations between them. The author compares the Law of Ukraine «On militia» (1990) and the Law of Ukraine «On the National Police» (2015) for the purpose of the legislative consolidation of the public’s influence on crime rate and cooperation between citizens and police. The progressive experience of the public’s participation in the sphere of crime prevention in different countries (the USA, Great Britain, Japan, Australia, the Netherlands and the Republic of Kazakhstan) has been integrated. The author concluded that the Law of Ukraine «On the National Police» (2015) has a pronounced social orientation and situates conditions for establishing the partnership relations between the police and the local communities. However, this law should be amended with new forms of the public’s participation in crime prevention, including the positive international experience.
