Abstract
Prelude: Research results and practical application of controlling in management entities convincingly demonstrate its necessity and effectiveness as one component of the system management of financial and economic activity. But controlling potential as an instrument control system may use not only at the level of economic activity. In an international environment sufficiently widespread use in controlling the macro level. Defined tool with appropriate functional adaptation under the appropriate macro can be transformed into the state controlling in the management of the national economy. Purpose: In today's international economy, the processes of globalization and integration and the fact that companies are markets of raw materials and sales of products or services – for the national economy, which is the only financial and economic system, is an international market, which also apply the laws of supply and demand monopoly and competition, as well as in private. Therefore, the national economy of our country is real and full subject of international financial and economic relations. And that is, in terms of international globalization requires a modern methodological support for state regulation of it. Therefore, the purpose of the article is to develop the concept of controlling the state in the regulation of financial and economic processes of the national economy. Methods: Methodological and information is the foundation of scientific papers, periodicals materials, the resources of the Internet. The paper used methods: morphological semantic analysis and synthesis, dual approach of formalizing and organizing, graphic. Results: A scientific and methodological support of the state controlling. The main task of the state controlling the system of state regulation of the national economy. Formed the basic principles of the center state controlling system of macroeconomic regulation. Clarified the basic features of the public in controlling macrostructure. Functional component controlling state in regulating the national economy. The basic criteria and conditions for state controlling in the regulation of the national economy. Identified items methodological support activities in the field of state regulation controlling the national economy. Researched special distinction from the state controlling controlling entities. Proved and confirmed that the system of state controlling, as a method of state regulation of the financial and economic processes of the national economy can be quite effective in terms of transformation and aggressive policy of the external environment. Discussion: In recent years the system of state regulation of the country formed a sufficient level methodology areas of infrastructure, which provides a system of state regulation, a sufficient level of functionality of public authorities and others. But it should be noted that they need innovative transformations due to the reorientation of the vector of development of our country and to bring the legal provision of public regulation with international standards. All this leads to the introduction of controlling meso- and macro levels of our country in the context of globalization and defined the vector of development of national economy. The proposed concept of controlling the state in the regulation of financial and economic processes of the national economy provides for the basic aspects of the establishment and functioning of the state controlling in our country and is a scientific and methodological support of public regulation. State Controlling is an innovative aspect of state regulation of the financial and economic processes of the national economy, especially in the national accounts because it allows own macroeconomic situation at any time and take effective strategic decisions are already operational, tactical and strategic government regulation macrosystem respective segment, can prevent or identify the initial risks related to the national economy and to take timely measures to prevent or eliminate them.ent.
