THE CONCEPT OF MANAGING THE SAFETY ACTIVITY OF THE ENTERPRISE

Abstract

From the time of initiation, the idea of starting a business to the liquidation of a business entity, the basis and key condition for the operation and achievement of goals is the process of safety precautions. Formed author’s definition of the term “safety activity of the enterprise” as an enterprise activity, in cooperation with external security subjects, to ensure its own dynamic stability of operation and the formation of safe development conditions through the protection from external and internal threats and minimizing risks. The concept of the management of the safety activity of the enterprise is developed and the essence of its key components is considered, in particular: the objectives of the management of the safety activity of the enterprise; description of the problem situation in the security sector of the enterprise; strategies for safety activity; safety activity policy; the development of a mechanism for the management of the safety activity of the enterprise; formation of the system of economic security of the enterprise; implementation of safety activity. It is substantiated that the strategy of safety activity provides for the development of plans to achieve and maintain the level of security necessary for development, which is based on the aggressiveness of the external environment of functioning and changes in the economic activity of the enterprise, the availability of resources and the possibility of cooperation with external security subjects. It is proved that the policy of the safety activity determines the direction, intensity, and coordination of actions of security subjects by developing norms, regulations, restrictions, recommendations for ensuring and maintaining the necessary level of the enterprise’s safety. The model of the enterprise’s economic security system is developed and the content of the main stages of its formation is analysed: by studying the specifics of the business; the study of key points, distinguished by a significant reduction in the level of security for clarifying tasks for security subjects; audit of available resources at the enterprise, which can be used to implement safety activity; the creation of a new model of the system of economic security of the enterprise or the improvement of existing with regard to the specifics of the economic activity of the enterprise and the level of aggressiveness of the operating environment. The developed concept is taking into account the specificity of economic activities of Ukrainian enterprises, taking into account the heritage of domestic and foreign scientists, making it possible to provide the necessary level of security for the coordinated formation of a strategy for safety activity, the definition of policy of the safety activity, the construction of a system of economic security, and the implementation of safety activity as the basis for achieving a mission.
