THE DECENTRALISATION OF POWER IN UKRAINE: ASPECTS OF CONCERN

Abstract
Specific aspects of implementation of the administrative reform have been analyzed in this article, which has allowed us to determine dynamics of the decentralization process in Ukraine, describe special aspects of formation of united territorial communities, and study the regulatory framework and institutional part of provision for the reformation of territorial power as organized on a decentralization basis. It has been found, that multiple laws and regulations settling issues of concern related to formation and development of capable territorial communities have been passed in 2017. As a result, the practical element of the reform, i.e. formation of united territorial communities became more dynamic. However, there are some issues of concern that need to be resolved for successful reformation. The main areas and measures were determined to improve the legislative framework for the process of formation of capable territorial communities and more active expert, methodological and resource support thereof.
