THE DECENTRALIZATION OF POWER IN SPAIN: SELF-GOVERNMENT, REGIONALIZATION AND TAXES

Abstract
This article is devoted to the study of the components of the decentralization reform in Spain, namely to the features of self-government of the communities, the administrative and territorial regionalization of the central powers, including taxes, which constitute and estimate self-government of communities and territories. According to the author and foreign experiences of the decentralization reform, the concept of “territory” in the process of decentralization assumes considerable importance in the context of the reform in Ukraine. The concept of regionalization is extremely relevant in the context of cultural and economic asymmetry of regions (territories), which is relevant both for Spain and Ukraine. On the other hand, the study means a significace of transparency and system features of the taxes, because own funds are a pledge of self-government for communities. In general the article touches both actual foreign self-government system, and the methodological bases on which decentralization, administrative divisions and processes of regionalization (political decentralization) of power are based.
