THE DEVELOPMENT OF TECHNOLOGY PARKS AS THE BASIS FOR THE FORMATION OF INNOVATIVE ECONOMY OF THE COUNTRY WITH A COMPETITIVE HUMAN CAPITAL

Abstract
Purpose. The aim of the article is to substantiate of the relationship between an innovation-type economy, which significant element are research and technology parks, and the competitiveness of human capital. Methodology of research. The methodological basis of the research is general scientific and special methods (comparison, generalization, typology, analysis, synthesis, analogy) in assessing the current state of Ukraine’s innovation potential and the effectiveness of its use; systemic and historical-logical approaches related to the implementation of the theory of human capital. Findings. An objective necessity is found in the conditions of postindustrial development of the society of the formation of an innovative national economy. The current state of the innovative potential of Ukraine and the effectiveness of its use as prerequisites for the formation of an innovative national economy are estimated. The country is assessed on the human development index (development of human capital), the reasons for the country’s low position in the world rating have been determined. The relationship between the development of human capital and the effectiveness of innovation has been established. The essential characteristics of research and technology parks as forms of innovative economy are determined. The place of human capital as the prerequisites for the effective development of research and technology parks is established. The influence of research and technology parks on the formation of competitive human capital is determined. The need to assess the impact of research and technology parks on the migration of human capital and its redistribution across the regions of the country is suggested. Originality. The existence of a direct link between an innovation-type economy, which significant element are research and technology parks, and the competitiveness of human capital has been scientifically substantiated. Practical value. The results of the research are aimed at identifying key indicators of socio-economic development at the macro- and meso-level. They can be used in the development of state and regional innovation policies and policies of resident employment promotion.
