FACTORS, INTENSITY AND CONSEQUENCES OF MIGRATION OF HUMAN CAPITAL: THE FUTURE OF UKRAINE

Abstract

Purpose. The aim of the article is to determine the causes of migration of human capital of the country and providing suggestions for solving this problem. Methodology of research. Methodological background of the research is: general scientific and special methods (comparison, generalization, typology, analysis, synthesis, analogy) – in assessing the current state of the Ukrainian labour market and the level of development of human capital; systematic, historical and logical approaches related to the implementation of the theory of human capital. Findings. The essential characteristic of human capital is determined and its conceptual apparatus is improved. The country has been evaluated by the index of human capital, the reasons for the country’s low position in the world ranking has been determined. The connection between the development of human capital, the efficiency of innovations and the state of the labour market has been established. The essential characteristics of labour migration are defined; definition of migration of human capital is given. The dynamics of labour market development in Ukraine, unemployment rate and population migration as the key factors of human capital migration are estimated. The basic directions for decrease of migratory attitudes of the population are determined. Originality. The impact of the state of the labour market (especially characteristics of the level of employment and unemployment) and labour migration as factors of formation and indicators of human capital assessment are scientifically substantiated. Practical value. The obtained research results are aimed at identifying key indicators of social and economic development on the macro- and mezo- levels. They can be used to develop state and regional innovation policies and employment promotion policies.
