THE EFFECTS OF BUREAUCRACY UNDERSTANDING OF THE TURKISH PUBLIC ADMINISTRATION ON THE PUBLIC AFFAIRS PRACTICES

Abstract

Today, bureaucracy has indispensable importance both for private and public sector. Bureaucracy Weber the define as “ideal type” has today became and problems. The negative transformation and development of bureaucracy in such a way has become obstacle against all kinds of innovative activity in public sector. Public relations activities are very important to bring solutions to the problems between the people and public administration is, establish trust and to provide transparency. While performing public relations activities, the system of public administration in Turkey faces with the obstacle of bureaucracy. Therefore, this obstruction constitutes the main reason why we study this paper. The aim of study is to identify the bureaucratic obstacles of Turkish public administration over the practices of public relations that are carried out for this purpose. As for its importance, it explains the obstacles that decelerate or make the practices of public relations ineffective. The limitation of working is not supported by an application The study has been carried out through internet, and by using the books, reports and articles obtained from libraries, and particularly by scanning the related contents. As a result of the study, the negative effects of bureaucracy on public relations practices have been revealed.
