Abstract
The paper studied the basic mechanisms to ensure the formation of civil society since the adoption of the Constitution. Speciiorities of public policy to promote the development of civil society. Forms and development trends of political practices of participation of citizens are probed on the modern stage. Problems and tasks of future scientific searches were outlined.
