The evolution of management of the region housing and communal services

Abstract
Annotation. Purpose. The article is to justify the stages of transformation in the management of housing and communal services in the region. The article is devoted to the study of the evolution of the management of housing and communal services in the region. Methodology of research. The solution of the tasks set in the article has been carried out with the help of such general scientific and special research methods: analysis and synthesis, systematization and generalization, and a dialectical approach. Findings. In methodological terms, the housing and utilities enterprise is considered as an element of the social infrastructure of the region. Features of the development of housing and communal services in the region are investigated through the prism of evolutionary, systemic and synergistic theoretical and methodological approaches. From the point of view of philosophy, the categories “evolution” and “revolution” are defined. The above signs of a “revolution” in the management of housing and communal services. The set of management objectives in the housing and utilities services sector is presented as a result of the evolution of the management of the housing and utilities sector. Practical value. The article proves that the housing and communal services of the region is an economic subsystem of the region, independently operating, but strictly interconnected with other regional economic subsystems. The main scientific provisions of the article can be used in the practice of housing and communal services in the region.
