THE FINANCIAL SUPPORT OF FARMS

Abstract
In the current economic conditions farms play a significant role in the development of the agricultural sector. However, the difficult financial state of the vast majority of them requires finding effective sources of funding. This article is devoted to the financial problem of ensuring the effective functioning of farms. The purpose of this article is to study the characteristics of financial support of farms and designing the recommendations for improvement. The following general scientific methods were used in the research: abstract logical methods for theoretical generalizations and forming of the conclusion, statistic, economical to analyze the functioning of farms and their funding and also synthesis, deduction and induction. The research found out that most of the farms in Ukraine are of small and medium size and don't have sufficient financial resources for the acquisition of plant protection products, fertilizers, fuel, modern machines for effective management, because those that are used at present are already worn and outdated. Reducing the subsidies to farms affected the efficiency of their operation, which reduced the profitability. In order to improve the funding of farms the state needs to strengthen credit, tax and insurance policy by the reduction of prices of credits and simplifying the procedures their getting, preferential taxation, creation of appropriate legal and institutional ensuring of agricultural insurance. Also, the state should motivate farmers to use leasing that will guarantee the renovation of their material and technical base in the conditions of the financial resources lack. A positive result will give the stimulation of credit cooperation of the farms by the state. That will help to organize the highly effective production. The research results can be used to improve the efficiency of farms and their funding.
