THE FORMATION OF ENTREPRENEURIAL COMPETENCIES OF YOUTH: THE EXPERIENCE OF THE PEOPLE'S REPUBLIC OF CHINA

Abstract
Abstract. The article considers the role and place of youth entrepreneurship, shows the historical vector of development of business ideology in the context of political reforms. Dan Xiaoping, who as the author of the new thinking developed the principle of "socialism with Chinese specificity", initiated large-scale reforms within the country and openness to the outside world, is considered the main ideologist of the PRC reforms and "architect" of socialist modernization. Currently, China has all the conditions for successful business. Much attention is paid to the formation of entrepreneurial competencies and youth entrepreneurship. Thanks to the successful implementation of state programs to stimulate and support youth entrepreneurial initiatives, today the Association of young entrepreneurs of China was established, the purpose of which is to unite, support and assist young entrepreneurs. Since 1994, the PRC has introduced a system of certification at the legislative level for all successful graduates of various types of educational institutions, the programs of which necessarily include cycles of educational disciplines on entrepreneurship. At the initiative of the "National Commission for development and reform", Commission (NDRC) in China has implemented the "national project of training of entrepreneurs" (NGTP), under which all educational institutions were developed syllabi, prepared teaching staff and purchased the necessary educational literature. In parallel, the project includes government agencies at all levels related to the development of SMEs, existing and start-up entrepreneurs, organizations that provide financing. This program is implemented under the supervision of the SME Department in all 32 regions of the country, in Autonomous districts and municipalities. Since 2010, the Ministry of labor and social security of the PRC has published a "plan to promote entrepreneurship of students", according to which it should be within 4 years to attract about 800 thousand students to entrepreneurship. The successful implementation of youth entrepreneurship is shown in the article on the example of the largest silicon valleyZhongguancun, the activities of which are provided by 140 universities, 39 colleges, where every fourth student finds a job in the specialty in Zhongguancun. Thus, the article focuses on the importance of the formation of entrepreneurial competencies among young people, where their initiatives and business projects make a significant contribution to the development of the economy of modern China. The PRC government is implementing a new concept of development, promoting structural reform in the sphere of an integrated, coordinated and mutually beneficial business environment, creating a new architecture for the development of youth entrepreneurship based on innovation and the digital economy of the future.
