THE FOUNDATIONS OF SOCIAL EDUCATION OF JUVENILE OFFENDERS IN UKRAINE

Abstract

The paper considers priority trends of the modern social and educational work, which began to develop in the educational space of Ukraine with the proclamation of its independence. The author defines the core values of social and pedagogical work with juvenile offenders, which are based on compliance with the regulatory framework of the country and international requirements for the organization and the organization of educational process of juvenile offenders. The following key directions of general counteraction to crime are defined in the article: ensuring of appropriate conditions for the protection of the child’s health, his education, upbringing, physical, mental, social, spiritual and intellectual development determined, social support, family problem child, which includes social inspection, social care, social rehabilitation and other social and pedagogical work. It is clarified that the priority in contemporary public policy of preventing and combating unlawful behaviour of minors is a complex of organizational and practical measures, the priority of which is prevention and preventive education of children and adolescents aimed at preventing the possibility of committing offences. The main task of the intensification of preventive work is to prevent the spread of criminal behavior among children. The author characterizes the levels of preventive interventions, which are divided into primary, secondary and tertiary prevention. In addition, the author separately singles out the following: general juvenile delinquency prevention, special prevention, individual prevention.
