Abstract

When economists began to examine the development issues in developing countries, economic growth as the best indicator of economic growth gained much popularity but experiences of many countries in the past few decades shows that however, economic growth is a necessary for improving the lives of people but is not sufficient condition. So with criticism to this index, the economic and social experts introduced an index called the Human Development Index. They believe that economic growth is an important instrument in human development countries but development is not simply a matter of growth and population income levels. In fact, this research seeks to answer that can show what extent the human development index the progress and development of a country? The results indicate that the use of the Human Development Index for showing the countries development level cannot lead to the correct conclusion and what should be taken into consideration, the gap between the level of gross national income per capita and human development index ranking .
