Abstract
In the aspect of the socio-economic and political problems of Ukraine, the lack of full-fledged membership in the EU, are important examples of other states, such as China in their rapid economic growth. A very important issue is the law enforcement function of the state for the effective functioning and fight against crime. It is necessary to adhere to the fundamental principles of the legal form of state functions and the implementation of all three stages of the application of law.
