The impact of government reforms on the activities of central executive authorities of Tourism in independent Ukraine

Abstract
Development and improvement of the regulatory framework of any field depends on the precise functioning of the main executive authority whose jurisdiction includes relevant issues. However, the functioning of the executive authority depends on the optimization of government reforms. After 25-year history of independence of our state it can be seen the development and improvement of the regulatory framework on the example of the tourism sector, especially looking through the fate of the central authorities on tourism issues that existed in the independent Ukraine. This article is about the impact of government reforms optimization on the functioning of central executive bodies, on the example of chief executive body of the tourism sphere. Stages of changing are performed in chronological order and describe the reorganization or liquidation of the central executive authorities during 25 years of independence of Ukraine, namely from 1991 till 2016. There are raised the problematical issues with proposals of solving such imperfections appeared during the implementation of these metamorphoses, especially: According to our conviction to improve regulatory legal base of tourism and for development of its sphere in general, there needs to re-establish the central governmental authority subordinated to the Cabinet of Ministers of Ukraine. At the same time with aim the central authority was really appropriate, it is necessary to enter the tourism sphere in the five of priority sectors of economic development of country. Without passing of these two stages the central executive body is not able to be restored ever and will remain as a history forever, as a good story about development and improvement of the regulatory framework in the tourism sector.
