The impact of students of Panevėžys’ higher schools on the city from social and economic perspective

Abstract
Globalization, economic competition, soci al and political upheavals dictate new challenges to social, economic and cultural development of cities. Economic welfare of the city depends on the ability of the community to develop new technologies, to use the most up-to-date knowledge for the creation of added value and to promote the creativity and entrepreneurship. The role of higher schools is particularly important – to carry out scientific research, to use the scientific potential for introduction of innovations and for developing the ability of prospective specialists to adapt to constantly changing conditions in the labor market. When examining the competenc e compliance of specialists trained in higher schools with the needs of the society and labor market in terms of education and qualification structure, it is important to take into account the urban development strategies in the context of ever-increasing complexity, openness, competitiveness and rapid changes. Cities are becoming the most dynamic centers of economic transformation on the global level, wh ere education and the quality of human resources play key roles in competitiveness enhancement. When seeking to create competitive cities , the optimization of higher schools’ network becomes one of priority tasks for country’s regional policy. Given the fact that competitive advantage can be achieved by the city through knowledge and innovation, supply of highly qualified human resources and similar factors, it is important to take into account the impact of hi gh schools’ students on the city in social and economic terms. The raised scientific problem determined the purpose of the research – to establish the impact of higher schools’ students on the city in social and economic term s. To achieve the purpose of the research, the following tasks were formulated: to reveal the determinants of social – economic impact on the city, to present the criteria for the assessment of social – ec onomic impact exerted by higher schools’ students on the city and to conduct the assessment of social – economic impact exerted by higher schools’ students on the city of Panevėžys, based on the mentioned criteria. The article examines theoretical aspects of impact exerted by higher schools on the city while placing emphasis on determinants of social-economic impact. In order to study the social-economic impact exerted by the students of higher schools in Panev ėžys, social (demographic situation, provision with housing, transport, education and vocational training, level of income, leisure and culture, social and politic activeness, mobility) and economic (expenditures and their types, financing, occupation) criteria for the assessment of impact on the city were distinguished. The impact of students of Panevėžys’ higher schools on the city was identified in social as well as economic terms, but it does not manifest equally. It was determined that the manifestation of impact in terms of social aspects is stronger than in terms of economic aspects. The research reflected that academic youth of Panevėžys city actively participate in social – cultural activities of the city, while ec onomic factors ensure social welfare.
