The Implementation of Open High School Program (OHSP) to Broadening Access to Basic Education: Enhancers and Barriers

Abstract

This research study investigates the implementation of the Open High School Program (OHSP) in a public secondary school in the Schools Division of Bohol, Lapu-Lapu City, and Cebu Province, focusing on the enhancers and barriers to this educational initiative. The primary objectives of the study are to assess the extent of OHSP implementation, identify enhancers, uncover barriers, and propose an improvement program. The findings of the study indicate that the extent of OHSP implementation, as perceived by teachers, varies across different components. While advocacy and promotion, learning resources, delivery systems, and assessment were moderately implemented, support programs and services were reported as not implemented. Enhancers of OHSP included efforts to improve access to secondary education, the effectiveness of teaching approaches, resource sufficiency, resource management efficiency, and community linkages. However, significant barriers to OHSP implementation were identified. These included deficiencies in learning materials, financial support, and capacity building. The scarcity of modules led to additional expenses for learners, and schools had to seek external funding for program-related expenses. Inadequate training and orientation were also noted among OHSP personnel. Issues related to advocacy, monitoring, program delivery, enrollment processes, and learner recognition criteria further hindered the program's effectiveness. In conclusion, the study underscores the importance of addressing the barriers hindering OHSP implementation in the Philippines. The recommendations put forth by the researcher include making OHSP materials available in electronic format, providing capacity-building opportunities for implementers and stakeholders, and allocating funds for learning materials and resources. These recommendations aim to enhance the program's accessibility, effectiveness, and overall quality, ultimately contributing to the broader goal of improving access to basic education through the Open High School Program.
