The influence of European cohesion policy on the innovative position and competitiveness of Central-Eastern European states in comparison with the old 15 European Union states

Abstract

Joining the European Union, Central-Eastern European states hoped for a fastereconomic growth and an improvement in the conditions of the population’s life. These expectationscorresponded with the assumptions of the EU’s coherence policy, which anticipateda reduction of the disproportion in the level of development of European regions. Theinnovativeness policy, aiming at creating a system combining administration, science, businessand the market, was to be the main means for achieving these goals. Innovations weretherefore expected to improve the competitiveness of economies and boost the quality ofthe population’s life by supporting the introduction of new products, services, technologicalprocesses, management methods and export growth. In 2004 the EU was joined by thefirst group of states which, despite political system transformations, had a different socioeconomicstructure, and in which the level of economic development was far behind theaverage so-called Old Fifteen. The Central-Eastern European states had undergone a transformationfrom a centrally managed economy to an economy strictly formalized, regulatedby dozens of program documents, guidelines, standards, rates etc, describing action procedures,policies implementation, creating and carrying out strategies. This also refers to innovativepolicy. How did these states find their way in the new reality? Were they able to takeadvantage of coherence policy instruments in order to achieve their own goals in the developmentof innovation and the growth of their economies’ competitiveness? Are the ongoing changes which correspond to coherence policy contributing to a significant reduction of thedifferences in the innovativeness between the Central-Eastern European states and the OldFifteen? We also need to address the question of whether a collective approach to innovationdevelopment in the EU, which involves a redistribution of funds between low-innovationregions, has led to a slowing down of innovativeness in the high-innovation states and, asa consequence, to lowering the innovativeness of the whole EU economy.
