The leverages of encouraging civic engagement: the case of awarding the title of «Honorary Citizen of the City» to P.I. Kislinsky

Abstract

The article is devoted to the problem of awarding the title of «Honorary Citizen of the City» in the late 19th and early 20th centuries. Using the example of Admiral Kislinsky’s activity, the author managed to trace the procedure of bestowing the title. The title was granted for merits before or whole country. Was granted by the petition of city Duma through voting. Was approved by Emperor. The title was granted during reciever’s life, the file on moire lining served as a proof, it contained an address and name of receiver. The main hall of city Duma was decorated with portraits of honorary citizens. The subject of the study is some unknown facts about the life and activities of the Admiral. The article highlights the contribution of Peter Ivanovich to the development of Sevastopol and the south of Ukraine. Peter Kislinsky took part in Crimean war, defense of Sevastopol after which as the first commandant was restoring the city after Crimean war. For that he was awarded an honorary citizenship of the. Was opened via documents of Russian state archive of Black Sea fleet in the city of Saint-Petersburg.
