The main determinants of the reproduction of human capital in the context of the Global Sustainable Development Goals

Abstract
The article discusses the most topical issues of reproduction of the human capital in the context of global sustainable development. The author’s definition of human capital of households, human capital of corporate sector, human capital of region and human capital of the state are formulated. In opinion of authors, a human capital is formed on the primary, basic, market and social human capital and develops due to financing. Sustainable Development Goals (access to medical and educational services, taking into account the needs of the population, improving the quality and effectiveness of the provision of services, ensuring equitable distribution of resources, etc.), reforms and expected results of the implementation of the Global Sustainable Development Goals 2030 are identified. Considering Sustainable Development Goals and level of decentralization in member–states of the EU member–states, we have proposed measures to improve the financing of reproduction of human capital at regional level. Benefits, key issues and risks of decentralization are defined.
