THE MAIN FACTORS OF MARITIME EDUCATION DEVELOPMENT IN THE BLACK SEA REGION OF THE KHERSON GOVERNORATE IN THE SECOND HALF OF XIX – IN THE EARLY XX CENTURY

Abstract
The basic factors of marine education development and formation are represented in the article. Special attention is paid to the chronological framework of the nineteenth and twentieth centuries. The information that is confirmed by the archives of the institutions, where future professionals merchant shipping were trained, is given. The study shows scientific exploration, indicating the specific training of seafarers in the modern socio-economic conditions. Particular emphasis is given to the specification documents that regulate educational activities in maritime educational establishments.
