THE MAIN STAGES OF FORMING THE MODERN GERMAN EDUCATION SYSTEM, ITS ACTUAL STATE AND PERSPECTIVS OF FUTHER DEVELOPMENT

Abstract
This article concerns the trends in the development of university education at the present stage of reforming the higher education system in Germany, that is, at the stage of formation of professional German universities. This stage, in the opinion of German experts, basically ended, but did not bring a tangible improvement in the quality of education and research, and a tangible increase of the competitiveness of German universities in the world market of educational services. The reasons for the failures, as the author believes, consist in the conservatism of the academic environment and in the absence of established interaction between university science, university management bodies and business.
