The managerial competency of the head (principal) of the secondary education establishment

Abstract
The article looks into the issue of the global changes taking place in the educational system and putting forward the new demands for the management of the secondary education establishment causing the necessity to form the new level of the managerial competency at such educational institutions.Therefore the article studies the previous theoretical experience of the national and foreign scientists, elaborates on the changes of the outdated concept of the social management and focuses on insuf¿ cient educational level of the management specialists. The study de¿ nes such notions as «managerial culture», «competency», «professional competency» and «managerial quali¿ cation». The main individual, personal and subjective features required in solving the typical tasks at the high level are described and considered as the essential characteristics of the manager of any level. It is assumed that the main criteria of the managerial competency formedness could be the professional and individual self-development of the head (principal). Taking into account the modern scienti¿ c ¿ ndings the managerial competency of the head (principal) of the secondary education establishment is considered as the integral ability of the individual to build up gradually the professional growth by complicating the tasks and increasing the level of the achievements. The head (principal) of the school has to have the new way of thinking connected with penetrating into the managerial activities of the heads of the educational institutions. The article determines that the notions of «competency», «professional competency», «managerial competency» and «managerial quali¿ cation» have the objective dependence which depicts their interrelation in the strategic elements of the managerial culture of the head (principal) of the secondary education establishment. Thus, we can conclude that the managerial culture of the head (principal) directly depends on one’s managerial quali¿ cations where quali¿ cation is viewed as the achievement of the appropriate level of the professional competency particularly the level of knowledge, skills, professional characteristics, general culture and motivation.
