THE MECHANISM OF PUBLIC ADMINISTRATION OF SERVICES THROUGH ORGANIZATION OF SERVICING COOPERATIVES ACTIVITY IN RURAL COMMUNITIES

Abstract
The main problems of the functioning of infrastructure objects of communal property, social-housing and housing-communal services of rural settlements are determined in the article. It is established that their solution is conducted in organization of servicing cooperatives as institutions of self-organization of the population. An analysis of the positive dynamics of the creation of cooperative formations in Cherkasy region was held, including the creation through the grant project of the EU and assistance of local self-government bodies. The obstacles hindering cooperation at the regional level are identified, and the mechanism of public administration for the development of the cooperative movement with the involvement of the unemployed citizens to the creation of business entities on the basis of public-private partnership is proposed. The structure of the components and maintenance of subsystems’ functions of the organizational model of servicing cooperatives functioning in the Cherkassy region are developed. It is predicted to include four subsystem to their content: state support, administrating, financial capabilities, information and consultation support.
