The Methodology of Development and Introduction of the System of Regulating Documents is Expounded for High Educational Schools with Use a Process Management.

Abstract

The article is focused on the methodology of developing systems of regulatory documentation for high educational schools. It was developed and successfully applied based on a simulated map of typical business processes of the institution of higher education. To support the methodology, special software has been developed and tested. The standard approaches to modeling the business processes of a higher education schools are developed and successfully applied. The article considers approaches to the definition of a business game. A business game is examined as one of the facilities to simulate the professional activity in an educational process, which gives the possibility to discover and co-ordinate the features of activity of participants of production processes, work off a ground and acceptance of administrative decisions, develop and fasten professional knowledge and form skills of their creative use in practical activity. IDEF0 notations are considered to be used to describe and simulate processes of the higher education schools. When applying this development methodology, the system of regulatory documentation covers all significant processes of the institution of higher education, does not contain contradictions and duplications. Implementation of the results of this work has had a significant economic effect caused by the following factors: increasing the level of discipline of staff, reduced management time spent on coordination and operational management of subdivisions, increasing the speed of adapting the high educational schools to the new environment, increasing the level of trust in higher education institutions by partners and investors.
