THE NEW REGIONAL DIVISION OF BULGARIA - FORMAL ACT OR RELATED POLICY

Abstract

The regional division of Bulgaria in six regions according to level NUTS 2 raises problems due to the decrease of the required number of the population in one of them and the deteriorating demographic situation. However, disproportions in regional development are not limited to the population, nor are they valid only for the Northwest region, which is one of the least developed in Europe. The discrepancies in the development of individual regions can be seen in other key indicators, such as relative share in the GVA, GDP per capita, natural growth per 1000 inhabitants, average gross salary, unemployment rate, etc. More than 10 variants have been developed for regions with different territorial coverage. The new regional division of Bulgaria should take into account not only the population requirements but also the criteria for effective management of the funds from the European funds, the existence of administrative capacity for good governance, the principles of decentralization and subsidiarity, the established transport-economic relations between the populated places, municipalities and districts, as well as natural and geographical features defining common problems and opportunities for development. The need for a new territorial distribution of the country is a good reason to specify and the number of municipalities, many of which are very small and without the necessary staffing potential. The report highlights the strengths and weaknesses of five regional divisions of Bulgaria - the three best options formulated by the Working Group of the Ministry of Regional Development, one of the Institute for Market Economics and one of the architect Belin Mollov, former Deputy Minister of regional development. The strengths and weaknesses of each option are highlighted and the second and fifth of them are defined as the best. They are quite similar, except that the fifth option adds to the metropolitan area two more administrative districts.
