THE NORMATIVE COMPETENCE OF HEAD OF THE STATE

Abstract
This article provides a comparatively-legal analysis of constitutional law in respect of legislative competence of the President of Ukraine and heads of foreign states.It is concluded that the head of state in Ukraine should be given in terms of delegated legislation to make regulations, validity of which is equal to the law, only an exhaustive list of questions provid- ed by the constitution of the state.Proved that the activities of the President will be safe only for the conditions of effective parliamentary control. It is concluded that the legislation Ukraine should identify the subject of legal regulation directives and orders of the President as the Supreme Commander of the Armed Forces of Ukraine, as well as the procedure for their withdrawal.
