THE PRIORITIES AND TASKS IN THE MOUNTAINOUS RURAL AREAS WASTE MANAGEMENT SPHERE

Abstract
The experience of an integrated approach to waste management is considered. It is emphasized that it is necessary to eliminate any manifestations of discrimination against mountain regions in comparison with flat territories, in particular in the field of waste management. The analysis confirms the inappropriate dynamics of waste accumulation in mountainous regions and the low level of handling of these entities. In particular, this relates to the innovation and investment activity of economic entities in this area, to the development of a network of separate collection of wastes, to the participation of private farms in the field of driving with agricultural production and forestry waste. The main directions of improvement of the waste management system of mountain regions in the context of European integration requirements and sustainable development of territories are identified. Considerable attention is paid to the need to introduce innovative technologies, to create a modern infrastructure for the collection, harvesting and utilization of waste as a secondary raw material, and to attract investments in the field of waste management. The importance of improving economic incentives for waste processing in the agricultural sector and in forestry complex, encouraging private peasant farms to take environmental protection measures in this area is emphasized. The main directions, goals and tasks of the development of the waste management system in the mountainous areas are proposed. The waste management system improvement within mountainous rural areas requires the adoption and implementation of nationwide systemic radical solutions in this area, the introduction of European principles of governance, the introduction of innovative technologies. Today, for the territories of the Ukrainian Carpathian Ecosystem, measures for the formation of an efficient waste management system, the demand of the population for services of the appropriate quality, and ecologically safe handling of these entities remain relevant.
