The problems of the human right to a safe environment in Ukraine in the context of the global environmental crisis

Abstract
The article analyzes the main problems with the human right to a safe environment in Ukraine in the context of the global environmental crisis. The author analyzes the concept of the global environmental crisis, considers the legal nature and content of the human right to a safe environment, justifies the need for close international cooperation in solving the problem. In the article the experience of European countries in the field of legislative provision of the right to a healthy environment, which can be used in Ukraine, is considered. Considerable attention is paid to the analysis of the Association Agreement between Ukraine and the European Union, which regulate public relations for the conservation, management and environmental protection. Conceptual principles are formulated in this thesis and new suggestions regarding improvement of legal adjusting of public relations from implementation and defense of the right of the citizens in the safe natural environment are made. The author emphasizes the need to develop and adopt new quality draft of Ecological Code of Ukraine considering subjective right to a safe environment and measures for implementation of this law. An important conclusion is the need to form “environmental legal space”, which can be based on sole codified universal international legal instrument for the protection of the environment that would be the basis of human rights to safe natural environment.
