The Reform of Odessa Customs: the Problem of Ways and Means

Abstract
The article is devoted to the study of the issues on reformation of the sphere of state customs procedures, which are carried out through a standalone territorial customs body – Odessa Customs of State Fiscal Service of Ukraine. The focus is placed on the incompletely processed and legal defects of the laws and regulations adopted in the course of the active rule-making zeal of the Odessa Customs of State Fiscal Service of Ukraine. Upon the analysis of the results of such reformation, it is proved that any rulemaking initiatives and steps in relation to the development and modernization of the sphere of state customs procedures should be based on scientifically substantiated systemic viewpoints, groundwork and scientific achievements. In another case, similar initiatives promote just the gradual regress and downfall of the sphere of state customs procedures.
