THE «RESPONSIBILITY TO PROTECT» CONCEPTAS A GROUND FOR INTERVENTION IN INTERNAL AFFAIRS OF THE STATES

Abstract
The author concludes, that R2P is a concept based on the idea that a state shall protect its people from systematic acts of violation of its rights. Within the framework of the article, the modern concept of interference in the internal affairs of a state with the aim of protecting human rights – «Responsibility to Protect» − was considered. The three-element structure of the concept was studied. It consists of three types of state responsibility to its population. Given the absence of a convention that regulated legal relations in the field of interference in the internal affairs of a state, the author proposes his own version of the convention, and also gives recommendations on some its provisions: grounds for intervention, evidence base, decisionmaking procedure and responsibility of the subjects of these processes.
