The Role of Human Rights in Good Governance

Abstract
Two revolutions in our time i.e. the end of the Cold War and the communication revolution in the 1990s were among the major factors that undermined the principles of states’ sovereignty and non-intervention in the affairs of independent states which were the raison d’être of modern states in the previous centuries. These revolutions have opened the internal affairs of states to the outside world and transmitted the voices of different groups to outside. As a result, the universal attention to human rights issues have increased and states have become more susceptible to and responsible for observing those rights. Increased universal awareness about human rights issues has contributed to change of paradigm of the states’ main function from ‘government’ to ‘governance’ in which the responsibility of the government extended to include the responsibilities of the business community and the civil society. ‘Good governance’ is more idealistic form of governance that administers public affairs and resources with utmost transparency and attention to different dimensions of human rights, as civil, cultural, economic, political and social rights. چکیده پایان گرفتن جنگ سرد و انقلاب در ارتباطات، از جمله عوامل عمده‌ای بودند که در سال‌های آخر قرن بیستم سبب شدند که اصل حاکمیت و اصل عدم مداخله در امور کشور‌های مستقل، که علل وجودی حکومت‌ها در طول قرون و اعصار بودند، تضعیف گردند. این تحولات به نوبه خود سبب شدند که عرصه درونی دولت‌ها به روی خارج باز شود و صدای گروه‌‌های مختلف درون بسیاری از کشورها به سراسر جهان برسد. این تحولات همچنین توجه به حقوق بشر در سراسر جهان را افزایش دادند و مسئولیت دولت‌ها در این مورد را الزامی نمودند. این تحولات کمک زیادی به گسترش جهانی حقوق بشر نمودند. از این طریق، برخی حقوق فردی و جمعی انسآنها ارتقا یافته و از اهمیت بیشتری برخوردار شدند و اداره امور جامعه از حکومت به «حکمرانی» تغییر مفهوم داد. از زمان وقوع تحولات فوق، برای رعایت حقوق بشر اراده‌ای بین‌المللی در حال شکل‌گیری می‌باشد و موضوع حقوق بشر و حکمرانی همراه با تقویت اقشار فقیر و در حاشیه مانده در دستور کار امنیت بین‌المللی قرار گرفته است. از سوی دیگر، «حکمرانی» نیز به اصول اخلاقی چندی از جمله منزلت انسانی، عدالت، به یک چشم نگریستن همه، ایجاد برابری و برادری و در کل اصول حقوق بشر پایبندی نشان می‌دهد. حکمرانی مطلوب شکل آرمانی حکمرانی است که اداره امور عمومی، مدیریت منابع عمومی و رعایت حقوق بشر را به شیوه‌ای انجام می‌دهد که معمولاً به دور از بهره برداری‌های غیراخلاقی و فساد و مبتنی بر فرآیند قانونی باشد. میزان تعهد و پایبندی حکومت‌ها به ابعاد مختلف حقوق بشر، یعنی به حقوق مدنی، فرهنگی، اقتصادی، سیاسی، و اجتماعی، شاخص حکمرانی مطلوب می‌باشد.
