THE ROLE OF ORGANS OF LOCAL SELF-GOVERNMENT IN THE DEVELOPMENT OF FILLED CITIES OF THE VOLYNES OF THE FIRST OF THE XIX – AT THE BEGINNING OF XX CENTURIES

Abstract

The article analyzes the role of local self government bodies in the development of cities in the late nineteenth and early twentieth centuries. in the Volyn province. The procedure of formation of bodies of city self-government was explored and it was determined that only the rich residents of county cities had the right to take part in the elections of the city’s vowels. City mayors elected to the positions approved by the governor and in case of failure of the elected mayor were re-elected. This was done by the imperial au-thorities in order to prevent non-Russians from doing so. Bodies of executive power exercised control over the bodies of municipal self-government. Despite this situation, the latter played an important role in the development of county centers. Indeed, due to the activities of the bodies of local self-government in the region, the network of educational institutions and not only primary but also secondary and professional ones gradually grew. They played an important role in controlling price policy, although such measures had to be coordinated with the executive. In the investigated period, the bodies of local self-government paid considerable attention to the development of the infrastruc-ture of county centers. However, these processes were complicated at the beginning of the First World War, when Volyn became an arena of hostilities, and the real levers of influence on the socio-economic situation in the region were concentrated in the hands of the military command, in order to stop the deterioration of the situation and the rise in prices for essential goods, they were not able to.
