THE ROLE OF THE NATIONAL PREVENTIVE MECHANISM THE PREVENTION OF TORTURE AND CRUEL, INHUMAN OR DEGRADING TREATMENT OR PUNISHMENT AZERBAIJAN

Abstract
The present article deals with the legal framework and practical aspects of the work of the national preventive mechanism (NPM) established in 2009, pursuant to the Optional Protocol to the UN Convention against Torture, for the purpose of preventing torture and other cruel, inhuman or degrading treatment or punishment by means of regular visits to all places of deprivation of liberty. It attempts to analyse the provisions of the Constitutional Law on the Human Rights Commissioner (Ombudsman) of the Republic of Azerbaijan relating to the NPM. The author identifies successes and shortcomings in the work of the Azerbaijani NPM, and makes a number of suggestions aimed at improving its effectiveness.
