THE SOME ASPECTS OF INTERACTION OF GOVERNMENT AUTHORITIES AND LOCAL SELF-GOVERNMENT BODIES IN THE SECTOR OF THE ENFORCEMENT OF THE RIGHTS OF THE CHILD

Abstract
The article is devoted to the study of certain aspects of the interaction of state authorities and local self-government bodies in the sphere of ensuring the rights of the child on the example of the Authorized President of Ukraine on the rights of the child with local state administrations and local self-government bodies. Deficiencies of the legal framework on the basis of which the Representative of the President of Ukraine on the rights of the child carries out his activities and proposed ways to resolve them through the liquidation of the institution of the Commissioner President of Ukraine on the rights of the child and the establishment of the institution of the State Commissioner for the Rights of the Child and its regional representatives. In order to determine and establish how any authorities interact with each other on a particular issue, it is necessary to determine the concept and meaningful content of their competence, which plays a key role in the study of the activities of the authorities, because in legal science, scientific views. There are significant differences regarding this issue, despite the fact that the issues of competence in various fields of knowledge have been studied by scientists for quite some time. In solving a specific task, performing functions in a particular sphere, the state determines the sufficient and necessary competence of its bodies, which finds its manifestation in the legislative plane, through which the realization of the functions of the state. The term «competence» in theoretical science is sufficiently researched and defined, but despite this, contradictory (as there are different scientific opinions regarding its terminological content). Consideration of separate issues of cooperation between public authorities and local self-government in the sphere of child rights protection for today is very relevant given that this sphere is being accumulated not only within the framework of the functioning of public administration bodies, but is reflected, above all, in the activity of the bodies state authorities and local self-government in Ukraine, which, in the conditions of modern development of the state, are reformed and require a well-established, regulated on the legislative level of interaction.
